Licences to operate charters, known as Air Operating Certificates (AOCs) are expensive to obtain and even more difficult maintain. The legalities and regulations are extremely strict and not all who apply are successful. Registered and approved charter operators, like mcc aviation, conform to very high safety and operational standards.

Some companies operate as brokers but do not own their own AOCs. Using the chartering services of a broker rather than a certified operator exposes customers to risks, including safety hazards, underqualified pilots, lack of legal liability cover (in the event of an accident) and/or poorly maintained aircraft, to name but a few.
